What Is Harm Reduction?
Harm reduction is a public health approach designed to reduce the negative consequences associated with drug use. It acknowledges that substance use exists and focuses on minimizing risks rather than ignoring or condemning behavior.
Harm reduction strategies include:
- Distributing Narcan (naloxone)
- Providing fentanyl and xylazine test strips

What Is Narcan?
Narcan is the brand name for naloxone, a medication that reverses opioid overdoses.
If someone uses an opioid and stops breathing, Narcan can:
- Restore breathing
- Reverse the effects of opioids

Narcan is available as a nasal spray and is easy to administer. If a person is unresponsive and suspected of overdosing:
- Call 911 immediately.
- Spray Narcan into one nostril.

In Utah, the Good Samaritan law protects individuals who call 911 during an overdose emergency. You will not face charges for drug possession or paraphernalia when seeking medical help.

What Is Fentanyl?
Fentanyl is a powerful synthetic opioid, significantly stronger than heroin or morphine. Even a very small amount can stop breathing.
